You would only have to reinstall php if uninstalling apache had uninstalled php. This can happen if php is no more used and you haven't requested to keep it. Dependencies handling.
It depends on your package management. Which distro do you have?
If your using aptitude and php was not used by anything else then the php binaries have been deleted.
I am installing through source. I have SuSe 10.1. I have installed apache by source. This apache is not compatible with mod_python. So I need to rm the apache folder and reinstall apache. My apache is /usr/local/apache and I have php in /usr/local/php.
