Default Home Settings
 
Is there a way to create or modify the default home setting so that whenever a new user is added, they get that default setting?

In Debian the new user defaults are in /etc/adduser.conf. Check your system to see if Ubuntu also stores the defaults there.

Copy .bashrc and .bashrc from /etc/skel to the new user's home.
