I can't say for sure, but I normally just install the programs I want, after a new installation, I don't always want the same programs, most, but not all.
(I always have a separate /home on my systems.)
I used to just install a new system to my / & reuse my /home, which worked quite well, sometimes I'd end up with a file or two from the previous installation in my /home, but they just sat there redundant not affecting anything, so my guess is that you should be OK reinstalling all the programs that you want, they will likely overwrite any previous config files with the new versions.
