csf restricting traffic to all users on port 2199 (unless whitelisted)

Hi folks,

I have a problem with the csf configuration in that it won't allow any traffic on port 2199 unless the client's IP is whitelisted,

I'd like to whitelist this particular port to everyone if possible:
