Create First User

I've had a test box set up for me by our BOFH server team (SuSE 9.0).
They've provided me with an IP address and the root password and told me to test the server using a SSH connection.

So, I've downloaded putty (and can connect to the serevr at which point it asks for a username, but this hasn't been created yet).
Is there some command line syntax I can use to create a user account using the root password?

Something like:
putty 123.456.78.9 -adduser [NewUser] [NewPassword] [NewHomeDirectory] -pCurrentRootPassword

Then I'll be able to log in as the new user.
