alright guys I got cp command to work (for some reason I had to put the iplist-0.26 in the home/vmplanet directory) and I also got the rpmbuild to work just one problem...
error: Failed build dependencies:
libnfnetlink0-devel is needed by iplist-0.26-0.suse1100.i586
libnetfilter_queue1-devel is needed by iplist-0.26-0.suse1100.i586
fastjar is needed by iplist-0.26-0.suse1100.i586

ok so I downloaded fastjar but I checked the yast repos and it appears that I have libnetfilter_queue1,
libnetfilter_queue-devel, libnfnetlink0(no devel) and libnfnetlink-devel so what now? and also I went to the opensuse website and downloaded em manually but when I go to install it just gives me a message about failed dependencies could anyone tell me what dependecies to download also thanks

P.S I pretty much scrapped the directions and changed the directory to opensuse-vm:/home/vmplanet/iplist-0.26/suse # and ran rpmbuild -ba iplist.spec
