You can download the package from https://packages.debian.org/stretch/all ... n/download

It is probably a .deb file and you will need to install it using the Debian package manager, dpkg.

Some documentation for that is here.

The command should be similar to:

dpkg --install <filename>
Recommend you use the sudo command qualifier with that:

I installed Debian 9 without DE-desktop environment as I was not connected to the internet by LAN.

I inserted the USB having missing ethernet firmware after the installation and typed the below command in terminal but it says cannot access archive

dpkg -i /path/to/firmware-netxen_20161130-3_all.deb
Am I writing the command correctly?

I tried so many times but no luck, my USB is formatted with FAT32.

With that complaint it sometimes is the character you are using for the dash, it may be an alternate symbol. Is your system using an English keyboard layout, or is it using a different language? Try to make sure you use the dash character, typically found in the top row of keys where the digits are located. You are correct that you need to reference the .deb file path.

I fixed the dash but another error came out

Please make sure when you do this you have the .deb file in the directory where you are typing the command, or that you dereference the path to that .deb file properly. When you type that out, TAB auto-completion should work to finish the file name for you.

Until now I didn't resolve the issue.

do I need a newer kernel or do I need a newer firmware?

I installed the below but nothing happened

Another firmware I installed but again no luck

I found another firmware thinking that this may help, this firmware is rpm and i converted to deb but also it did not work out. When i installed, it gives me an error "dependency problem: leaving unconfigured".

Once again, have you checked if the device itself needs an firmware update?? Clearly the error messages your getting cite firmware as being the issue here. I can't say for sure it is the device itself that's need of a firmware update, but I'd say it's an equal possibility at this point.
