When i try to add user, i get this error:-

there is no error, it's clearly just a warning, and a very self explanatory one at that. There is nothing here for us to "solve".

Seems pretty straight forward, vsftpd can't read the chroot_lists file. Check the permissions or see if it is even there. The reason you need this is the way you've set up your config:
