Computer drastically SLOW since running Linux

Since I installed Linux Mandrake 9.1, and also since I am running off of an external modem my internet is running really slow. It takes like 60 seconds for a webpage to load up.

I know I have 512 Mb of RAM but I don't know whats causing this.

See if you have any bogus traffic about 30 seconds after you connect and before you open any web programs.
check connections:
$ netstat | grep tcp
$ netstat | grep udp

watch traffic
# tcpdump

Maybe that'll help... I have no idea really
