Compiling source files in debian

Can anyone give the quick rundown of how to do it?
I downloaded and tar the original file (.bz2) then I'm somewhat at a loss with what actually to do.
This is the ./configure && make && make install part?
However I'm a bit lost as to the actual command. Also ./configure is an unknown command. Any help?

1) bunzip2 filename
2) tar xvf filename
3) cd filename
4) less README (usually)
5) less INSTALL (usually)
6) ./configure
7) make
8) su -c 'make install'

in the directory created by the file you unzipped and untarred, is there a file called 'configure' ? if you post the contents of the file, I'll tell you what i think you might need to do
