Compiling for different distributions

why do programs have to be separately compiled for different distributions? since they all use the same kernel and libraries, shouldn't all linux binaries work on all linuxes?

The don't have to be recompiled, just repackaged.

Some distros use different packaging systems (Debian/Redhat for example), and there are differences between naming conventions on different distros as well, so the dependancies for x might be y and y-dev on one distro, but y1, y2, y1-dev and y2-dev on another distro.
