Command Prompt?
 
On Fedora Core(graphical), how and is there a way to get to a command prmpt to enter comments??

ctrl + alt + F2 thru F6

Or just simply open up a terminal, like xterm, aterm, gnome-terminal, konsole and so on.

If you ctrl+alt+F(?), you'll need to ctrl+F7 to reenter any gui you were using. Your only real option is to use the terminals, GNOME, Konsole, etc.

Right click on the wallpaper and hit "new terminal"
