coding in network simulator

hello guys am new to linux anyways i have a project am working on i need your help, am writing an algorithm using network simulator the algorithm is called genetic algorithm i need a source code file i can work with a better description of the project is down below

The Main Aim of this project is to write a Genetic Algorithm that would solve the packet route optimization problem

Technical objectives
-The genetic algorithm must solve route optimization using techniques inspired by natural evolution such as inheritance, mutation, selection and crossover
-A fitness function must be defined to set performance parameters so as to enable selection (survival of the fittest)
-Performance parameters to include load/hop count, delay time, Bandwidth usage, Quality of service & Cost
-The Results should show the optimum set of solutions with diversity

i heard the NS2 provides a good platform for this
