cman restarting with error message

Hi all..

I am trying 2 node High avialable Apache web server cluster in RHEL 5..
My /etc/cluster/cluster.conf file is :

<cluster alias="Apache_cluster" config_version="14" name="Apache_cluster">
        <fence_daemon post_fail_delay="0" post_join_delay="3"/>
                <clusternode name="" nodeid="1" votes="1">
                                <method name="1">
                                        <device name="test" nodename=""/>
                <clusternode name="" nodeid="2" votes="1">
                                <method name="1">
                                        <device name="test" nodename=""/>
        <cman expected_votes="1" two_node="1"/>
                <fencedevice agent="fence_manual" name="test"/>
                        <apache config_file="" httpd_options="" name="httpd" server_root="" shutdown_wait=""/>
                        <ip address="" monitor_link="1"/>
                        <script file="/etc/init.d/httpd" name="Script"/>
                <service autostart="1" name="ipaddress" recovery="restart">
                        <ip ref=""/>
when i open system-config-cluster
I am not able to see the services running in Cluster Manager i.e., httpd

Also when i restart cman i am getting following error
Stopping cluster: 
   Stopping fencing... done
   Stopping cman... failed
/usr/sbin/cman_tool: Error leaving cluster: Device or resource busy
Starting cluster: 
   Enabling workaround for Xend bridged networking... done
   Loading modules... done
   Mounting configfs... done
   Starting ccsd... done
   Starting cman... done
   Starting daemons... done
   Starting fencing... done
                                                           [  OK  ]
I am able to ping both the nodes from each other..
Can anyone please help me....
