chroot is owned by root and is located in /usr/sbin/. So invoke it as root, not as another user.
Code:

which chroot
/usr/sbin/chroot

When you boot a Fedora installer CD in rescue mode it asks you if it should search for partitions to mount. If it finds any it'll displays a message where it mounts them. As http://docs.fedoraproject.org/en-US/...mode-boot.html says it'll be under /mnt/sysimage/ and you execute
Code:

chroot /mnt/sysimage
