Are you working in a terminal or at the console?
Are you sure you don't mean
Code:
~/Downloads/flutter_linux_v1.7.8+hotfix.4-stable.tar.xz
?

Maybe show us the result of
Code:
ls -l ~/Downloads

/Downloads/

as @scasey pointed out

you started with /
which is the root of the filesystem

~/
is a short way of typing
/home/yourusername/

~/Downloads
/home/yourusername/Downloads

are the same thing.

the other point is

Code:
chmod o+x ~/somefile
flags the file as executable by everyone ( any user can "run" them
archive files like those ending .tar.xz and not programs and cannot run

what are you trying to do with that file?

Why do you think the file exists if everything you've done is telling you it doesn't?

Perhaps you should identify your Linux distribution as well as indicate if you're logged in as root, or another username.

Other suggestion is to type these commands, copy all of the information from your command prompt, including the parts where you typed these commands, and post that here:
Code:
$ whoami
$ cd $HOME
$ pwd
$ ls
$ cd Downloads
$ ls-l

In addition to what rtmistler suggested* it occurs to me that if you’re looking in Downloads, you are probably using a browser, which you typically wouldn’t (shouldn’t) do as root.

*there’s a typo in their post...should be
Code:
ls -l

are you root? why?
Code:
whoami
...and possibly:
Code:
exit
whoami
