I would like to change my Ubuntu OS from Gnome 3 to Ubuntu Mate. I know I can install Mate DE and change back and forth. Can I remove the Gnome 3 DE and keep only the Mate DE. Also I have an attachment of my OS partition scheme and was wondering if I can install Mate on the root partition seeing as my home is on a separate partition. Any advise would help.

Yes this should be possible.

If you use the package manager all the Mate packages will be installed on the root partition, only the users configuration files etc will be in home.

Of course you can. Whether you'd want to deal with the consequences is a different matter. DE's tend to be very invasive, and plenty of other software is almost certain to be removed. Check the list it generates very carefully.
What's the point anyway ?. You have plenty of space - don't annoy yourself unnecessarily.
I agree with syg00. Just install MATE and use it. It should coexist quite nicely with Gnome and attempting to remove the complete Gnome DE is likely to lead to headaches.
