Changing all the users settings
 
I have 2 users other then root. What I want is to be able to change a setting such as adding an icon to the desktop or add an application to the panel and have both users get the setting so I don't have to repeat the process twice. I'm using Suse 9.1/Gnome.

What you are refering to are not really settings, they are files, or links to other files. The only way to duplicate these files is to truly duplicate them and place them in both users home dirs.
