presumably there will be a configuration option to set this but without knowing which ftp server software are you are using we can't really help. So, what ftp server are you running? It also might help if you tell us what distro you are using, and how you installed your ftp server.
usinf "VSFTPD" server , and file zila for connection from window 7 to red-hat machine , i have established connections nd have changed location , now the problem is anonymous user is not allowing to upload form even i have configure vsftpd.conf file and allowed permission.

Are you saying that you've solved the original problem?
Anyway on to the new problem. Did your restart the ftp server after changing the config file? What actual error messages are you seeing? The output from the ftp daemon log is likely to provide more information than the client ( which you indicate is "file zila").
