Are you aware that snooping on other peoples traffic may conflict with your countries' Privacy Laws?
Are you certain you require packet captures? Can't you use copying rules on the central MTA?
Do you want to email complete packet captures or only email content?
Have you looked for tools that take a packet capture and split off the payload?
And if you email that how do you ensure it doesn't end up in a packet capture you will email later on? ;-p

No..I just want to capture network traffic and mails from Exchange servers, and attachments. even they are using any of internet mail service. It's only for the data security of workplace and privacy. we need to monitor all of clients.

Yeah right. I guess you better point the person in charge to the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules ("Privacy Rules"), the 2011 amendment of India's 2008 IT Security Act before you read more about Journaling [1|2] for said MTA.
