Cant Download the file using wget or curl

I am trying to download file using wget and curl from the below URL. Since its not the actual file without any extension and is not even located on ftp server, i am finding it difficult to use correct option.
Also i have tried various options with wget and curl like -O;-A;-I etc but still it only downloads the html file.

Any help would be appreciated.

Check the contents of the html that downloaded for the actual file link. Or start the download in browser and examine the properties to see the link.

I can see this is a password-protected website.
Did you try running wget with this parameter?

Specify the username user and password password for both FTP and HTTP file retrieval.
These parameters can be overridden using the --ftp-user and --ftp-password options for
FTP connections and the --http-user and --http-password options for HTTP connections.

Does server request through proxy....if your system is part of any organisation request goes via proxy. Try to set proxy environmental variable and give a try.
