First of all, your question isn't a member intro, so should be in one of the main Linux forums. I've asked a moderator to move it for you.

What do you mean you "can't make an iso device with that file"? What exactly did you download? You should have downloaded an ISO image and should be able to burn it to a CD or DVD. Give us more details of the problem you're having.

Did you not even try to look at the documentation? On the right hand side of the Fedora download page, there's a link to those instructions.

I presume you are using Windows 7 at present. Have a blank CD/DVD and enter it into the the CD Rom. For burning the disk you can download some software like Nero. If not you can do it by using Windows disk utility.

All you have to do is, click/select the iso image. It will give an option of burn the image on the top panel of Windows. Click on it and follow the instructions

If you are using Windows 7, burning DVDs is as easy as double-clicking the image file and assigning the disc drive.

Although I would think that if you want to use Linux, you at least have to know how to burn DVDs yourself? Well, I don't know your whole story, so I wouldn't comment further on that.

good luck, and ask more questions if you have to~

Definitely burn as an image, not a file.
