cannot load the accounting ruleset

any one know what that means?
mandrake 8.2
duron 1300
us robotics external modem

trying to connect to the net
modem dials and gets handshake noise
then box pops up saying
cannot load the accounting ruleset
and some thing about british telecom

just installed linux today so a point in the right direction would
be great

was this too easy?
edit the connection and turn off accounting
i'm a newbie ,not a quitter
