Cannot install or update on Ubuntu 13.04: Possible issue with proxy settings?

I have just setup the latest verion of ubuntu on my Dell. I am unable to install software from the Ubuntu Software Centre. When I try the following command on a bash terminal:
Code:

"sudo apt-get update"
I get the following error returned:
Quote:

Could not connect to extras.ubuntu.com:80 (91.189.92.152), connection timed out
I tried configuring my proxy settings using the following:
Code:

export http_proxy=http://user:password@my.proxy.server:port/
This did not solve anything. I am wondering if the problem is that I cannot connect to a sofware repositary due to the proxy settings or for some other reason. Any sugestions would be much appreciated.

Are you able to connect to internet? How do you connect to internet using your internet browser, do you use any proxy settings? If yes, then you need to configure same for apt.

Thankyou for your answer. I am able to connect to the internet using firefox. And yes there is a proxy server. How do I configure the same for apt?

If you have desktop version installed, Open Synaptics > Preferences / Options > Network

Set the proxy settings.

Else, edit /etc/apt/apt.conf and add

Acquire::http::Proxy "http://yourproxyaddress:proxyport";

http_proxy=http://username:password@yourproxyaddress:proxyport
