Cannot connect to Secure websites through proxy

Hi

I've setup squid 2.6 on RH enterprise5 with squidguard 1.2.1
Everything is working fine, but when I try to connect to a secure site I get the following message.

"While trying to retrieve the URL: ib.absa.co.za:443

The following error was encountered:

Connection to 169.202.9.74 Failed
The system returned:

(111) Connection refused "

Port 443 is open on my firewall and these sites worked fine when I was running on squid 2.5

Does anyone know how to enable SSH to authenticate to those sites?

below is part of my squid.conf file
