when ever i try to mount a dos formated floppy it says somthing like wrong major minor device number.
than on command promt i have to mount floppy as
mount -t msdos /dev/fd0 /mnt/floppy.
but this can be done only by root.
cann't a normal user mount such floppy ?
can we mount vfat system as rw mode ?if yes for that what we have to do?

You should be able to if you set the permissions to do so. Do a chmod 777, to change the rights for every user to be able to mount the floppy, if that doesn't work, might just have to su into root each time.

You may need to edit the file /etc/fstab and change the line which starts:

and make sure that it is set only to 'defaults' or 'user'

For example:
/dev/fd0 /floppy auto defaults

As letting users mount and unmount devices might be a security issue you has to specify wich device you trust users to mount. The user option in /etc/fstab gives permission for regular users to mount that device.
