can somone recommend
 
i want to give people pc-pc phone service

so i need the following:

Softswitch and Billing, Advance Softphone‏

can somone recommend a good company,software, or person who can help me?

You could start out with Ekiga (ekiga.org) for the software, modify it to your needs (while respecting it's license) and add your own billing software to it.

You could also buy Skype (the company), then you have it all in place :-) Depends on your resources...
