Yes, but why would you do it on such an old unsupported version of redhat?
Look into VirtualBox, Qemu, or Bochs. One of those should work, but since you dont give any system specs, your mileage will vary on how fast it runs them.

Please do, RHL8.X is long since dead, all support ended years ago. If staying with the Red Hat family may I suggest CentOS (RHEL minus the legal stuff and freely available); http://www.centos.org/
