Copy files from XP to Linux -- yes. Run something in XP from Linux -- no (and vice-versa, too). You have to boot (load the operating system into memory, start it running) in order to execute operating system specific programs.

You can make it a little easier though if you can install Wine in Linux which can execute Windows programs (a limited number of Windows programs) directly from the Linux command line. See http://www.winehq.org for more information.

If you are meaning run both at the same time you will need to set up a virtual machine, look at something like VMware.
If you just want to share files and you have free space on your system, then you can setup a partition that both OS can use.
Or like tronayne said look into running wine to run some windows programs within linux.

If it is only data that you are trying to access, an external hard drive formatted with fat32 is also a possibility.
