can't ssh to linux server without using "iptables -F" !

Dear Friends ,

I am using RHEL 5 . After installing the O/s ,I want to try to access from another machine using SSH . But when I ssh to that Linux server I cannot access it But I can ping it .
In this moment I check some iptables rules using 'iptables -L', but there is no rule.

After then , when I give the command 'iptables -F' then I can ssh to that server .

Now my question , since there is no rule (I check the rules from iptable -L ) in the firewall , but why I am not ssh to my server .

Here I also mention that I make "SELINUX=disabled" .

Would anybody plz clear me regarding this issue and also tell me plz, How I can run any application without flush the firewall(iptables rules) .

Waiting for kind reply ... ...

There is or not, decide. Specify "some iptables rules".
