Can't enable Telnet server

hi

I can't connect to telnet server.Red hat 7.3 supposedly disables
Telnet server by default and user can enable it by modifying /etc/xinetd.d/telnet.

But in red hat 9 there is no file named telnet

Can someone help me?

If you just want to turn it on, I believe you can turn it on by:

su -
password *******

chkconfig telnet on

I don't know much more about it, we try not to use it for security reasons. Hope that helps.
