Debian uses GNOME as the DE. Dcop is a KDE tool, or at least allows KDE programs to interface with each other. While you can run KDE programs under GNOME systems, the distro support may be lacking somthing. You can usually customize for anything since it's all opensource, but it might take some in-depth Linux knowledge to figure it all out.

This is not an area I have had to deal with. Dcop under KDE "just works". I have KDE added to a Debian computer, because I prefer it over GNOME, and dcop is one of the several reasons.
