Can't reconfigure Grub

I have recently installed Libranet 2.7 Classic as a preview to purchasing v2.8.1. The hard drive already has Win98SE on it. The install went smoothly, but I opted to make Grub my default bootloader (I had previously used Lilo). The problem is that the computer is a family PC and I need to make Windows the default OS. Grub is booting into Libranet by default.

I have read the Grub manual, but when I try to cd (as root) to /boot/grub/menu.lst I get the message "permission denied". I have tried changing the default settings at the menu interface by hitting "e" and making the necessary changes, but then when I <Enter> nothing happens.
I have to <escape> back to the menu, and of course lose the changes.

I have other post installation issues but I can try and work through those. I need to sort Grub out first. Can anyone help?

I have been logging in as root. That's why the "permission denied" is bafflling me.
