Question Can't open Live CD

What program do I need to open Live CD/ PCLinuxOS v.0.93a Big Daddy? My current OS is Windows XP Home.
None of my programs will open the Live CD.

You boot the live CD, you don't "open it". Insert the disc into the drive, and reboot, if it doesn't start-check the boot settings in your BIOS.
