Can't install rpm files

I just downloaded a Flash player in rpm format.
But for some odd reason I cant install the player.
I am pasting the command I typed and the error that I got.

$ rpm -i rpm -irpm -i flash-plugin-6.0.79-1.i386.rpm
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm

Any ideas on how I should fix this

you have to be root if you want to install an rpm package

To install the rpm, just type:
'su' at the prompt, enter your password.
Then 'rpm -ivh pkg'
