Can't get Linuxconf WEB to work

I am using RH 7.1 server. I am trying to get the web-based linuxconf to work but am having no luck. I have followed the steps in the documentation to the letter. It doesn't work when I try to access it locally or from another computer. Note: Linuxconf works, just not the web-based service.

Any ideas?

well, linuxconf has been proved unreliable as they don't offer it by default in most distro's now, your probably better off editing by hand.
