Question can't create md devices

I just installed RHES 6.2, so I need to create a md device. I type "cat /etc/mdstat"
Personalities :
unused devices: <none>

So, my personalities is empty, is it means that I can't create any md device, why?

Obviously I think you want to create a software RAID, not a hardware one (even if nowaday even hardware RAIDs are almost software).
In Red-Hat you can create a RAID during installation or by mdadm command.
The fact that mdstat personalities are empty means only that there's no md device.

/etc/mdstat tells you about your current configuration. It doesn't mean that you cannot create raid devices.
On redhat you can create RAID devices by using mdadm --create and then later you can add them in the /etc/mdadm.conf file. Refer to this page for more information on raid arrays:
