Cacti ???
 
I just followed official website for cacti Installation.
Whenever i am running:
http://mymachinename/cacti, it is poping up one small window related to Open or Save As.

It reads "Do you want to save this file?" the file name is cacti of 2.18 MB.
What I guess is something wrong with php.conf file under conf.d directory.

Can anyone help me with this?

please post the output of ls -l /var/www/html/cacti
(assuming you installed cacti in /var/www/html)

One more confusion is that The official Doc says:

Is cactiuser a system user or simply database user?
When I am providing this last command it says "user not found"

Unfortunately, your php.conf does almost nothing.
You should uncomment the lines LoadModule, AddHandles and AddType (all 3) and restart apache of kill -HUP it.
Moreover, php4 has been end-of-life'd by its developers. You should migrate to php5 if possible.
Out of curiousity, which distro is it?

aside from cacti, which I don't know anything about, it is highly recommended to use the newest php version, which is 5.2.8 as of yesterday
