I think this has been answered in some of the other comments and answers...

To summarize:
Grub has to be installed so that it points to the partition containing its files--most notably menu.lst

Suppose you have a disk with two partitions..and you install grub to the MBR--naming partition #2 as "root". If you then put something else on partition #2, grub will not be able to function because it will not be able to find menu.lst

Answer: YES.

BTW just do it and be back if it didn't work. I certainly know what I am talking about. We cannot solve your problem by abstract reasoning, here we are engaged in applied-theories and principles, not philosophy. Everyone helping you is motivated out of *sincerity* so don't invite argument by commenting back like saying "Do you mean ...?" that's quite unethical to *my personal* standards, although mine may not reflect the LQ opinion.

I hope you have sold your problem by now. I wasn't able to answer your query because I was out for my work.
