Each Linux distribution has it's own software installation tool. So my guess would be yes on your AppCenter question. Don't have experience with Elementary so can't say for certain.

You can install everything in AppCenter from the terminal using APT, but not the other way around.
You can also use APT on Ubuntu and other Debian based distros.

choice not offered between localized or magnet link

I clicked it and I didn't get offered to choose between localized or magnet link (torrent), why is that?

the button itself offered me the choice depending on which side i clicked. the left opened my save file dialog for the iso and the right opened my torrent client for the magnet.
