Best GNU video editor also available for windows platform?

I do not believe that you will find a cross platform GNU video editor that can compare to Avidemux, Kdenlive, Lives, Cinelerra, Pitivi, or Openshot.
You may be able to find something at (java app?), but will not offer the stability and features of the editors above.
On the other hand, there are cross platform video editors out there that you pay for, but they won't be GNU. You can search for video editors at Wikipedia, and scroll down for a link to a comparison of video editors. There you will find the licenses, platforms, features and links to those applications websites.

Apparently, Avidemux has a windows version for 32 bit platforms.....
