I have used Live USB Linux mint for installation on other Notebook there was no problem.

It might be a quirk related to your specific hardware. I know my hardware has a lot of OEM uniqueness. Reinstalling Gentoo solved it for me however things are different with Mint.
With Gentoo, every package that gets installed is the latest "stable" version from source, where as with Mint you install the version that came with the ISO then upgrade to Mint's "latest stable" version.
Before I reinstalled Gentoo, they were already running the latest packages, so I'm guessing it's some residual configuration from a previous version package that lingered preventing the OS from getting information about it. By reinstalling, all configurations and files are from the latest available version packages.
With Mint, if it's a similar situation, you may not get rid of the lingering miss-configuration, and chances are Gentoo is running a newer version of most everything than what Ubuntu/Mint are running which is mostly Debian Testing and a little Sid. I don't think reinstalling will help you, you can wait it out or try and figure it out. Battery monitor was working on my Gentoos, I noticed it within a week or so when they went missing since I use the machine a lot on battery and keep an eye on it.
