Bandwidth redistribution ?

Hello all.

I would like to know if anyone has come across a (open source) software to measure and or assign bandwidth to users on a network. For instance, I would like to assign a limited amount of bandwidth to users so, everyone in the network would have the same amount, evenly distributed.

Thanks in advanced for your input.

It's called packet shaping. Linux uses a kernel-level subsystem called iptables to control it, but it needs to be enabled in the router.
