More information would be helpful.

What distro/version are you using? (Your user agent icon says "Ubuntu," but so too the the icons of many Ubuntu derivatives.

What program or command are you using to perform the backup?

I suspect one of two things.

If you didn't run the restore script with root the files may be locked.
or
It may be that you need to run a live system to restore some of these files as they may be locked by running system.

Thank you for your reply.

I ran "chown -R user Home" and it fixed the problem.

For some reason Linus decided to lock and change the ownership of my Home file to root
