authentication token manipulation error

hi all
iam preparing now for my rhce certificate .
there is a proplem that i faced while iam creating a new user .
i used the vim editor to create a new user in the " passwd " file .
then i used the passwd command to change the user's password , but i have an error says " authentication token manipulation error "
so what is the exact solution of that proplem , if any body know please tell me .

actually u cannot create user by adding his name in passwd file. u should create a user with useradd cmd only. check it out
