Question ATI TV Wonder VE quality

Background info: Box WAS dual boot Mandrake 8.2, Win98se.
I got a bunch of new hardware (enough to make a 2nd computer) shortly after Madnrake 9.0 came out so I decided to dump the dual boot.

I installed an ATI TV Wonder VE card before changing to 9.0. Under win98 the video quality looked just like the tv did and I haven't touched a thing as far as cables(new), etc goes. The video under mdk 8.2 was really degraded using xawtv 3.72 (i think that was the version). When I switched to 9.0 all hardware was detected flawlessly. Now using xawtv 3.82 and the video quality is still degraded... there's interferance lines and the color saturation is way too low even when turning it up all the way. TV norm here is NTSC and i have that set in the configuration of xawtv correctly, and input is usa-cable. Not as bad as it was under 8.2, but still bad. Is this normal for this card? Is it an issue with video4linux?
