Assigning a scroll hotkey

Is it possible to assign a scroll hotkey in kde?

Like if I hold the super button for instance and slide using my touchpad it will scroll down or up?

If you are using a synaptics compatible touchpad, you don't need a "scroll hotkey"
Sliding your finger up and down the right edge of the touchpad will scroll vertically, sliding along the bottom edge will scroll horizontally

See man synaptics
