Your question is somewhat vague. Can you elaborate some? Do you want to create a text file?

ASCII was developed in the early days of computing to basically assign a numeric value to a alphanumeric character (A-Z, 0-9). Shell scripts and configuration files are all ASCII text files. Programs are binary. Data files can be either text or binary depending on the application.

ë è are considered extended ASCII characters. You should be able to select these characters using the gnome character map if installed.
