I am trying to install Team Viewer through the terminal and I am getting targets are all configured multiple times.

(I was given this computer running Ubuntu 19.04 and when I broke in and became root and deleted the old owner; a lot of files obviously got deleted (repositories?) so until I can fix what I have the upgrade doesn't seem to work. I am brand new at this and learning as I go.)

Just delete one of each double. The warning message (it's not an error) even tells you the line number:
In the above example, the file /etc/apt/sources.list.d/teamviewer.list configures the same repo in lines 1 and 3. Remove one of the lines. If they are not identical, feel free to post them here to get opinions which one to remove.

Or just share the entire file (it looks like it's fairly short).

You'd be best served with a current fresh installation of 20.04. 19.04 went EOL some time ago. You would have to clean up the source list, then edit it to match the archive paths as the default paths to the source servers are now incorrect.
