adsl-setup or adsl-start not found as user!

Dear Friends
I am from India and use BSNL's broadband service. I have configured D-link adsl modem on FC4 successfully. But, I can connect to the internet using adsl-start command only as root , although, I configured pppoe (using adsl-setup command) to allow normal user to connect to internet. How can I use adsl-start command as an user?

what console output do you get?

when you run adsl-start what error messages do you get?

can you type "whereis adsl-start" and let me know what it tells you

pppoe-start: /usr/sbin/pppoe-start /usr/man/man8/pppoe-start.8.gz /usr/share/man/man8/pppoe-start.8.gz

i am using roaring penguin setup to set these things up but iam unable to connect it using a normal user .
